Machinery and electrical systems must be designed and maintained to provide for safe operation of the towing vessel and safety of persons on board under normal and emergency conditions. The vessel's starboard propulsion was lost due to entanglement of a foreign object (suspected mooring line) in the propeller. Clear the fouled propeller, submit a diver's report documenting the inspection and removal of obstruction, and provide a report from a qualified engine technician confirming the propulsion system sustained no damage and is fully operational. Ensure corrective action is verified by a USCG Marine Inspector prior to resuming normal towing operations. 46 CFR 143.205(a) 60c

Resolution: Dive Report: no debris was found on or around the propeller Engine and gearbox technician reports: no damage or abnormalities were found in the stbd propulsion system.
