Machinery electrical systems must be designed and maintained to provide for safe operation of the towing vessel and safety of persons onboard normal and emergency conditions. Vessel reported loss of steering while pushing barges to Rio Hondo. Officer on watch switched from in hand to NFU and regained steering. Rectify to the satisfaction of MI.
