The purpose of this regulation is to prevent the ignition of combustible materials or flammable liquids. For this purpose, the following funcitional requirements shall be met: means shall be provided to control leaks of flammable liquids.
PSCO observed accumulated oil in the following locations: under the main diesel engine (MDE) flywheel, under all 4 auxiliary generators, under the common rail for the MDE, and heavy fuel oil (HFO) purifiers #1 and #2. Additionally, PSCO observed oil soaked lagging under the MDE flywheel, fuel oil common rail for the MDE, under all 4 auxiliary engines, and on a FO drain line located on the port side of the propeller shaft.

Every ship shall be provided with subject to the provisions of regulation 8.3, a satellite emergency position-indicating radio beacon (satellite EPIRB) which shall be capable of floating free if the ship sinks and of being automatically activated when afloat.
PSCO observed missing bolts on the hydrostatic release unit on the EPIRB located on the port side bridge wing. EPIRB is unable to be mounted on bridge wing and float free, as intended.
