Main and auxiliary machinery essential for the propulsion and safety of the ship shall be provided with effective means for its operation and control. Vessel lost propulsion twice while attempting to depart dock. Vessel to provide classification report stating cause of loss of propulsion and attestation of full operation of vessel.
