The condition of the ship and its equipemnt shall be maintained to conform with the provision of the present regulations to ensure that the ship in all respoect will remain fit to proceed to sea without danger to the ship or persons onboard. During cargo operations in the Port of Long Beach, California, multiple containers were lost overboard, leading to unsecured containers onboard and potential damage to the vessel. The situation poses a significant risk to the ship and its crew, rendering the vessel unfit to proceed to sea.
