ESD valves in liquid piping systems shall close fully and smoothly within 30 seconds of actuation. PSCO observed excessive amount of time for the control air to bleed prior to ESD activation. ESD valves time to close is approximately 1 minute. 74 SOLAS (20) VII/13.1 IGC Code (16) 18.10.2.1.3

Resolution: Crew was using the incorrect method to activate the ESD at the manifold locations. Crew made adjustments to valve closure time.
