Every vessel subject to Part III of Title III of the Communications Act must have a detailed inspection of the radio installation by an FCC-licensed technician in accordance with § 80.59 once every five years. The FCC-licensed technician must use the latest FCC Information Bulletin, How to Conduct an Inspection of a Small Passenger Vessel. If the ship passes the inspection, the technician will issue a Communications Act Safety Radiotelephony Certificate. Vessel does not have an FCC Radiotelephony Safety Certificate. Provide evidence of FCC Radiotelephony Safety Certificate to the USCG. Vessel is restricted to <1000' from shore until rectified. 47CFR80.903

The cognizant OCMI may require that a vessel and its equipment undergo any additional test or inspection deemed reasonable and necessary to determine that the vessel and its equipment are suitable for the service in which they are to be employed. Vessel is unable to complete the VHF Radio Digital Selective Calling (DSC) Test. Complete the VHF Radio Digital Selective Calling (DSC) Test IAW MSIB 20-20 to the satisfaction of the attending CG Marine Inspector. Vessel is restricted to <1000' from shore until rectified. 46CFR176.840

A vessel must comply with the applicable requirements for Electronic Position Indicating Radiobeacon (EPIRB) installations, including the requirements for a station license and installation certificates to be issued by the Federal Communications Commission, as set forth in 47 CFR part 80. EPIRB is registered with NOAA. Provide evidence of EPIRB NOAA registration to the USCG. Vessel is redistricted to <1 NM from shore until rectified. 46CFR184.502

As appropriate for the intended voyage, a vessel must carry adequate and up-to-date: Charts of large enough scale to make safe navigation possible. Navigation chart does not indicate last date of correction. Provide to date navigation chart to the USCG. 46CFR184.420

Placards containing instructions for donning and use of the life jackets aboard the vessel must be posted in conspicuous places that are regularly accessible and visible to the crew and passengers. Vessel does not have a life jacket donning instruction placard. Install a life jacket donning instruction placard. 46CFR185.516

Each ring life buoy with a floating waterlight must have a lanyard of at least 910 millimeters (3 feet) in length, but not more than 1,830 millimeters (6 feet), securing the waterlight around the body of the ring life buoy.(3) Each floating waterlight installed after March 11, 1997, on a vessel carrying only one ring buoy, must be attached to the lanyard with a corrosion-resistant clip. The clip must have a strength of at least 22.7 kilograms (50 pounds), and allow the waterlight to be quickly disconnected from the ring life buoy. Ring life buoy does not have a corrosion resistant clip. Install a corrosion resistant clip. 46CFR180.70(d)

Remote fuel shutoff stations must be marked in clearly legible letters at least 25 millimeters (1 inch) high indicating purpose of the valve and direction of operation. The location of the fuel shut off valves are not properly labeled. Properly label the locations of the fuel shut off valves. 46CFR185.608

An OCMI acceptable rescue boat is required or the vessel must be sufficiently maneuverable, arranged, and equipped to allow the crew to retrieve a helpless person from the water (approximate freeboard of less than 2 feet), with the recovery capable of being observed from the operating station. The vessel freeboard is approximately 36". Vessel does not have a rescue boat, or approved rescue platform. IAW MPS-WI-SECSP(spi)-14, submit a rescue platform fabrication plan to the CG Marine Inspector. Fabricate and install approved rescue platform as an alternative to a rescue boat. Update the vessel emergency instructions to include procedures for use of the rescue platform. 46CFR180.210
