Vessels described in Table 136.250 of this section that operate on the Great Lakes or outside the Boundary Lines, as set forth in 46 CFR part 7, are subject to load line requirements in subchapter E of this chapter in the following circumstances: (a) Is on an international voyage— (1) Seventy nine (79) feet (24 meters) or more in length and built on or after July 21, 1968; or (b) Is on a domestic voyage— (1) Seventy nine (79) feet (24 meters) or more in length and built on or after January 1, 1986. Vessel's short term Load Line Certificate expired, 10MAY2026. Until vessel has a valid Load Line Certificate, vessel is restricted from operating beyond the boundary line as defined by 46 CFR 7.5(c), entrance to Apra Harbor, Guam. 46 CFR 136.250 - 705 c (prior to operating beyond boundary)

Propulsion machinery, including main engines, reduction gears, shafting, bearings, and electrical equipment and systems, must:(1) Be maintained to ensure proper operation;(2) Be suitable for route and service. Vessel experienced loss of propulsion and control of azipod pitch while outbound from Apra Harbor Guam on voyage to Saipan, 23Aug25. Upon inspection of the air systems for both engines and azipods, crew and attending Marine Inspector, identified air leakage in the control and start air piping. Compressors, air receivers, and associated piping are unable to maintain adequate pressure to provide control to azipods while underway. Determine source, repair leaks, and perform satisfactory sea trials to prove proper operation of system as designed.

Towing vessels must be equipped with the following equipment, as applicable to the area of operation: Illuminated magnetic compass. The compass must be readable from each operating station. The magnetic compass was unable to be read from the operating station.

An installation or multiple installations of VHF-FM radios as prescribed by part 26 of this chapter and 47 CFR part 80, to maintain a continuous listening watch on the designated calling channel, VHF-FM Channel 13. VHF radio was not supplied with emergency 24VDC power and unable to maintain continuous listening with a loss of ships power.

Towing machinery used to connect the towing vessel to the tow must be suitable for its intended service. Aft tow winch has a major hydraulic leak causing the winch to be unservicable.

All vessel equipment must be used in accordance with the manufacturer's recommended practice and in a manner that minimizes risk of injury or death. This includes machinery, deck machinery, towing gear, ladders, embarkation devices, cranes, portable tools, and safety equipment. The focsle railing is wasted and needs to be repaired or replaced.

Vessel was unable to maintain engine RPM's or engage shafts while underway. Perform underway operational test to the satisfaction of the attending marine inspector.

The vessel was singled up on one generator and lost power due to low fuel distribution to the generator. Clean all fuel systems and complete an operational test of the generator in the presence of the attending MI. 46 CFR 143.205

Demonstrate proper operation of the main engines for its intended service and route to the satisfaction of the attending class surveyor.

Essential systems or equipment must be regularly tested and examined. Tests and examinations must verify that the system or equipment functions as designed. Demonstrate proper operations of the steering system to the satisfaction of the attending class surveyor

Unapproved generator installed on the aft 01 deck feeding power through the vessels shore tie needs to be electrically isolated from the vessels electrical system.

Essential systems or equipment must be regularly tested and examined. Tests and examinations must verify that the system or equipment functions as designed. Prove proper operation of the vessels potable water and sanitation systems.

The illuminated magnetic compass or an illuminated swing-meter must be readable from each operating station. Provide current deviation table for the magnetic compass.

Each towing vessel must carry the survival craft specified in Table 141.305 of this section, as appropriate for the towing vessel, in an aggregate capacity to accommodate the total number of individuals onboard. Install CG approved life raft and float free arrangment to the satisfaction of the attending marine inspector.

Install, or prove compliance of a fire detection system that meets the approval standards and certification requirements of 46 CFR 330 to the satisfaction of the attending marine inspector.

A vessel must be operated in accordance with applicable laws and regulations and in such a manner as to afford protection against hazards to life, property, and the environment. External aft ladder railing is missing mounting hardware.

Each cable and wire on a towing vessel must be installed to meet the following requirements:Each cable and wire must be protected by metal coverings or other suitable means, if in areas subject to mechanical abuse. Engine room ventilation remote motor controlers on the 01 aft deck is wasted and needs to be replaced.

The following systems must be equipped with gauges at the machinery location. The port side and stbd side generator’s jacket water temperature gauge is not reading actual temperature.

Emergency lighting must be provided for all internal crew working and living areas. Emergency lighting sources must provide for sufficient illumination under emergency conditions to facilitate egress from each space. The emergency lights in the galley, wash room, crew berthing is not working. In addition, steering space emergency lighting does not provide sufficient lighting for safe egress in an event of an emergency.

Machinery and electrical systems must be designed and maintained to provide for safe operation of the towing vessel and safety of persons onboard under normal and emergency conditions. Replace all cracked light fixture covers in the engine room.
