During each inspection or re-inspection for certification, all wing voids, rakes, cofferdams, and other void spaces on tank barges must be opened and checked from on-deck for the presence of water or cargo indicating hull damage or cargo tank leakage. If water or cargo is not present, these spaces need not be gas freed, ventilated, cleaned, or otherwise prepared for personnel entry. If water or cargo is present, an internal structural examination may be required.
Void rake tanks 1 P/C/S and 6 P/C/S were not available for inspection due to cement installed over the void hatches. The annual inspection cannot be endorsed by the marine inspector until the voids are available for visual inspection.

Resolution: All rake internals were opened and no deficiencies were observed from the deck side.
The load line certificate shall certify to the correctness of the load line marks assigned to the vessel and that the vessel is in compliance with applicable requirements. A certificate issued under this subchapter also shall describe the applicable load line marks, conditions, restrictions, and/or exemptions, if any, the vessel shall observe, according to the season of the year and the zone or area in which the vessel may operate. The Int. Load Line Certificate requires the vessel to be operated in accordance with the "final intact stability" Rev A1, bearing the ABS Americas stamp issued in WO0091346 dated 4 September 2024. The stability document was not available for inspection and is not kept in the vessel documents binder to accompany the LL certificate. Provide the stability documentation and maintain the stability documentation on board the vessel towing the barge.
