The condition of the ship and it's equipment shall be maintained to conform with the provisions of the present regulations to ensure that the ship in all respects will respects will remain fit to proceed to sea without danger to the ship or persons on board. Sector Los Angeles - Long Beach PSC was notified that the vessel suffered a loss of propulsion while entering anchorage. Captain informed the PSCO's that the starting air valve (main) was low on air, rendering the ship unable to start the main engine and maneuver.
