A propulsion engine control system, including pilothouse control, must be designed so that a loss of power to the control system does not result in an increase in shaft speed or propeller pitch. Submit for technical plan review to MSC a Qualitative Failure Analysis (QFA) for the propulsion engine control systems (throttle and associate components)that control the engines direction and speed with the following: 1) A limited QFA of the vessel’s propulsion engine control system (throttle) should be provided, documenting system compliance with 46 CFR 184.620. The limited QFA should only consider loss of power to the control system; 2) A propulsion control drawing should be submitted with an installation/operational test protocol. This test protocol is an abridged document intended to show compliance with 46 CFR.184.620. Once approved test in the presence of the attending Marine Inspector. 46 CFR 184.620(c)
