EACH EMERGENCY GENERATING SET ARRANGED TO BE AUTOMATICALLY STARTED SHALL BE EQUIPPED WITH STARTING DEVICES APPROVED BY THE ADMINISTRATION WITH A STORED ENERGY CAPABILITY OF AT LEAST THREE CONSECUTIVE STARTS. A SECOND SOURCE OF ENERGY SHALL BE PROVIDED FOR AN ADDITIONAL THREE STARTS. WHILE PSCO WAS OBSERVING TESTING OF THE HYDRAULIC START ON THE EMERGENCY GENERATOR, THE HYDRAULIC PUMP HANDLE BROKE OFF, LEAVING THE EMERGENCY GENERATOR WITH ONLY ONE MEANS OF START.

PSCO OBSERVED ALL IMMERSION SUITS WHICH HAVE BUOYANCY AND ARE DESIGNED TO BE WORN WITHOUT A LIFEJACKET WERE MISSING THE REQUIRED LIGHTS.
