A SECOND SOURCE OF ENERGY SHALL BE PROVIDED FOR AN ADDITIONAL THREE STARTS. WHILE PSCO WAS OBSERVING TESTING OF THE HYDRAULIC START ON THE EMERGENCY GENERATOR, THE HYDRAULIC PUMP HANDLE BROKE OFF, LEAVING THE EMERGENCY GENERATOR WITH ONLY ONE MEANS OF START.
