Regular removal of bio fouling vessels must remove fouling organisms from hulls, piping, and tanks or on a regular basis, disposing of removed material in accordance with th local state and federal regulations. Attending MI’s noted hull growth which could be problematic with port state control authorities in other countries and within US waters.

Every lifebuoy shall: if it is intended to operate the quick release arrangement provided for the self-activated smoke signals and self-igniting lights, have a mass of not less than 4 kg. Attending MI’s noted that the the Liferings on both port and starboard bridge wings have cracks in them. Replace with compliant USCG or SOLAS approved life rings suitable for these locations.

Waste receptacles shall be constructed of non-combustible materials with no openings in the sides or bottom. Attending MI’s noted that plastic garbage cans are be unliked for the storage of flammable or combustible rags in both the Paint Locker and within the engine room. All garbage cans that are being utilized with F&C waste shall meet this requirement.

For the purpose of adequately controlling the cargo, cargo-transfer systems shall be provided with:.1 one stop valve capable of being manually operated on each tank filling and discharge line, located near the tank penetration; if an individual deepwell pump is used to discharge the contents of a cargo tank, a stop valve is not required on the discharge line of that tank;.2 .3 one stop valve at each cargo-hose connection;remote shutdown devices for all cargo pumps and similar equipment. Attending MI’s witnessed the failure of the cargo pump emergency stops located at both the port and starboard Manifolds. Prior to the completion of the inspection the ships force was able to rectify. MI’s witnessed a satisfactory re-test.

Resolution: Crew effected repairs onboard, retested all SAT.
