A vessel must be operated in accordance with applicable laws and regulations and in such a manner as to afford adequate precaution against hazards that might endanger the vessel and the persons being transported. Prior to carriage of passengers vessel shall be inspected by the Captain of the Port Zone of which the vessel intends to operate, to include but not limited to review and validation of number of crew members assigned, review of routes and conditions, fresh water endorsement for dry dock intervals, crew member competency, enrollment in the drug and alcohol program, proper operation/installation of lifesaving & firefighting equipment installed.

Vessels described by 46 CFR 175.110(c) must have an interconnected fire detection system in compliance with § 181.450 installed in all enclosed areas where passengers and crew have routine access, including acco-
mmodation spaces and machinery spaces. Although not
required by the cited regulation, vessel has installed
interconnected fire detection that requires bluetooth
account prior to operation. Vessel owner shall ensure
proper operation prior to carriage of passengers.
