The owner or managing operator of a vessel shall ensure that the vessel complies with the laws and regulations applicable to the vessel and that the vessel is otherwise satisfactory for the intended service. MI was unable to complete initial COI inspection due to the lack of required outfitted equipment. Vessel shall complete an inspection with the cognizant OCMI prior to carrying passengers.

Resolution: Verified all lifesaving and firefighting equipment at new-to-zone.
