Protective clothng of material to protect the skin from heat radiating from fire and from burns and sclading by steam. The outer surface shall be water-resistant.
PSCO observed firefighting outfits were not equipped with flash hoods or any other protective equipment to protect the area of exposed skin around the firefighter's SCBA masks. Leaving the neck area exposed to heat radiation.
