07199- The condition of the ship and its equipment shall be maintained to conform with the provisions of the present regulations to ensure that the ship in all respects will remain fit to proceed to sea without damage to the ship or persons onboard. Interior walls are to be protected with insolated fire brick/ refractory and a cooling system. PSCO observed a large crack that went all the way through the left side refractory of the incinerator.

The Secretary may order any vessel, in a port or place subject to the jurisdiction of the United States or in the navigable waters of the United States, to operate or anchor in a manner the Secretary directs if the Secretary has reasonable cause to believe such vessel does not comply with any regulation issued under section 70034 or any other applicable law or treaty.
Hot and cold running fresh water must be available in all wash places. PSCO observed that the shared water closet in the crew accommodation areas had a sink with only one valve that was capable of delivering cold water only.
