Efficient guard rails or bulwarks shall be fitted on all exposed parts of the freeboard and superstructure decks. PSCO observed aft cargo deck handrails removed due to cargo load and replaced with a mixture of rope and strapping. 8 locations on the port and stbd side of cargo deck, approx 3-5 feet in length each opening. ILLC reg. 25(2)
