The purpose of this regulation is to contain a fire in the space of origin. For this purpose the following functional requirements divisions shall be maintained at openings and penetrations. Cable penetration (stuffing box) in deck in emergency generator room deteriorated compromising fire boundary.

Except in the vicinity of the rudder and propeller, suitable hand-holds shall be provided or a buoyant lifeline shall be becketed around the outside of the lifeboat above the waterline and within the reach of a person in the water. Lifelines were observed frayed and missing from STDB side lifeboat.
