11117 -Each lifeline on a ring life buoy must: be buoyant; be of at least 18.3 meters (60 feet) in length; be non-kinking; have a diameter of at least 7.9 millimeters (5/16 inch); have a breaking strength of at least 5 kilonewtons (1,124 pounds); and be of a dark color if synthetic, or of a type certified to be resistant to deterioration from ultraviolet light. The lifeline attached to the life buoy was not the correct type. 46 CFR 180.70(c)

The lanyard was not buoyant material resistant to ultraviolet light. 46 CFR 180.70(d)(2)

Electrical equipment on a vessel must be installed and maintained to Prevent electrical ignition of flammable vapors. MI discovered that there was dead end wires near the fuel tank. Make repairs to the satisfaction of the attending MI.
