01113: An Administration which recognizes under regulation I/10: .1 a certificate of competency; or .2 a certificate of proficiency issued to masters and officers … shall endorse such certificate to attest its recognition only after ensuring the authenticity and validity of the certificate. The endorsement shall only be issued if all requirements of the Convention have been complied with. All crew onboard the vessel are US mariners. There are no UK mariners signed on as crew. The US mariners do not have valid UK flag state endorsements nor have applications been submitted. STCW I/2.7, 30bc

Contracting Governments undertake, each for its national ships, to maintain, or, if it is necessary, to adopt, measures for the purpose of ensuring that, from the point of view of safety of life at sea, all ships shall be sufficiently and efficiently manned. 74 SOLAS (20) V/14.1 Vessel carries a flag state issued Minimum Safe Manning Document. This document specifies that the vessel is authorized to operate in the “Trade Area: at most near coastal trade,” and defines “near coastal trade” as “trade to and from the places in the Baltic Sea or water connected with the Baltic Sea, but not beyond a line running from Hanstholm to Lindesnas, and trade running through the Kiel Canal to Cuxhafen.” Vessel is operating outside of this specified area.

All new foreign vessels of 79 feet in length or more, loading at or proceeding from any port or place within the jurisdiction of the United States or its possessions for a foreign voyage by sea are subject to 46 U.S.C. 5101-5116, and the regulations in this part applicable to such service. … Such vessels when holding currently valid certificates issued pursuant to the 1966 Convention, or recognized under such Convention, are assumed to be in compliance with the applicable provisions of such Convention. Per the vessel’s national load line certificate, the vessel is 24.36 m (79.92 ft) in length. Accordingly, vessel is considered a new foreign vessel, and must demonstrate compliance with the International Convention on Load Line. 46 CFR 42.01-10(c)
