EDWARD TERREL is a 1980 towing vessel. The Coast Guard has recorded 21 inspections since 1991, most recently in February 2024, along with 8 deficiencies and 4 casualty investigations between 2001 and 2023.
Records from 1991 to 2024. Most recent: inspection, 6 February 2024.
Coast Guard record current through 23 August 2026, retrieved 5 September 2026 from PSIX. Every field on this page was recorded by the Coast Guard. Records for the Towing Vessel class in Maury's sources begin in 1980.
Every line above is a count of records the US Coast Guard wrote, or a date it recorded.
A blank resolution means none was recorded in this data; it does not establish that a
deficiency is outstanding. Years with a record are calendar years in which a record
exists, not years in service. What Maury does
not do.

Every recorded inspection, 1980 to

and resolution · operational controls imposed and removed · every name this
hull has been recorded under · the vessels it was inspected alongside, and when
· how its record compares with hulls of similar age and size, as a fact about the
population and never a judgement about this vessel.

The Coast Guard recorded this vessel and the following in the same
inspection activity — normally a tug and the barges in its tow. A recreational or
unclassed hull in the same activity is held and not published, so it does not appear
here: these lists are a floor, not a complete manifest. Towing vessels are barely present in the record before 1992, so tow-unit membership for activities older than that is recorded only partially.

The officer in charge of a navigational watch must conduct a navigation assessment for the intended route and operations prior to getting underway. The navigation assessment must incorporate the requirements of pilothouse resource management of § 140.640, assess operational risks, and anticipate and manage workload demands. At a minimum, this assessment must consider: (1)-(13). The vessel master must complete a navigational assessment prior to getting underway - every watch change. 46CFR140.635(a)
Condition: Improper/Lack of Maintenance
Action required: 60 - Rectify deficiencies prior to movement
Resolved 6 July 2023
Resolution: Received TPO report clearing deficiency.
The cognizant OCMI may require review of a vessel's watertight and weather tight integrity. This review may be performed by an individual who meets the requirements of § 144.140. The review may include an examination of a plan that shows the original placement of decks and bulkheads. Upon observation the forward void was slowly taking on water from an area assumed to be around the port push knee. Electronic evidence on the vessels maintenance history revealed the leak has existed for over 400 days and the company received notification of the leak. Regular dewatering of the forward void is required on weekly intervals. Vessel operator is required to determine a source of water ingress and submit repair plan to the CG and RO and commence repairs within 7 days. 46CFR144.330

The internal management audit must ensure that management has implemented the TSMS throughout all levels of the organization, including audits of all the owner or managing operator's towing vessels to which a TSMS applies to ensure implementation at the operational level. Provide evidence within 7 days of TSMS audit to ensure TSMS is being implemented effectively at the master/deckhand level. 46CFR138.310(b)

Each towing vessel must be maintained and operated so as to minimize fire hazards and to ensure the following: (a) All bilges and void spaces are kept free from accumulation of combustible and flammable materials and liquids insofar as practicable. MI observed excessive oil accumulation in engine room bilge. Operator to clean bilge within 7 days and maintain cleanliness. 46CFR142.220(a)

Issued 31 May 2023Resolved
No person may intentionally drain oil or hazardous material into the bilge of a towing vessel from any source. For purposes of this section, “oil” has the same meaning as “oil” defined in 33 U.S.C. 1321. MI discovered that the oil "catch pan" utilized in the engine room was being drained into the engine room bilge. Operator to adhere to proper storage and disposal methods and provide documentation of plan to rectify deficiency within 7 days. 46CFR140.655

The Coast Guard's documentation record for this hull -- the Abstract of Title,
with its owners and liens as filed -- is not in PSIX. Ask, and Maury buys it from the National
Vessel Documentation Center, files it here with its date, and every reader of this page gets it.
