THE PURPOSE OF THIS REGULATION... FIRE PROTECTION SYSTEMS AND FIRE FIGHTING SYSTEMS AND APPLIANCES SHALL BE MAINTAINED READY FOR USE. TWO VALVES WERE LEFT IN OPEN POSITION ALLOWING CO2 TO ENTER THE CO2 CONTROL ROOM. ACCORDING TO SHIPS DIAGRAM VALVES ARE REQUIRED TO BE CLOSED.
