Emergency generating sets shall be capable of being started in their cold condition at a temperature of 0 degrees Celsius. PSCO observed the Emergency Generator fail to start on primary and secondary means.

Resolution: PSCO observed both methods of starting operational after ships crew rectified generator starting issues.
