The number of penetrations in a watertight bulkhead must be minimized. A penetration in a watertight bulkhead must be as high and as far inboard in the bulkhead as practicable, and made watertight.
Port exhaust pipe through aft of E/R watertight bulkhead found broken through weld into space behind and another crack in weld just above pipe from previous repair.
An additional cracked framing weld right next to port exhaust pipe was found in the same area.
Vessel shall enact permanent repairs to the satisfaction of the Coast Guard.

CO2 cylinders are overdue for hydrostatic testing and were severely corroded.
