Machinery and electrical systems must be designed and maintained to provide for safe operation of the towing vessel and safety of persons on-board under normal and emergency conditions. STBD generator sustained fire damage rendering it inoperable. Vessel is currently operating with only one functional generator. Repair to the satisfaction of the attending USCG Marine Inspector.
Action required: 60 - Rectify deficiencies prior to movement

Resolution: Vessel replaced generator armature and tested in presence of the marine inspector.

Towing vessels of 65 feet or less in length must carry at least the minimum number of portable fire extinguishers set forth in table 142.230(a). During the port generator fire response, the crew utilized the vessel's firefighting equipment to extinguish the fire, firefighting capabilities are degraded due to the use of extinguishers and/or firefighting systems. Replenish or replace all firefighting components used during the fire to the satisfaction of the attending USCG Marine Inspector.

Resolution: A replacement 40:B extinguisher was installed on board the vessel.

The vessel experienced a loss of steering control resulting in allision. Complete repair to the satisfaction of the attending USCG Marine Inspector.

Resolution: Vessel tested the steering system in the presence of the marine inspector, and provided a tech report attesting to the health of the system.

Any other operating station must be outfitted with either a fire detection control panel or a remote indicator panel. Each towing vessel must have a reliable means to provide notification when an emergency condition exists or an essential system develops problems that require attention. The following alarms must be provided: Main engine low lubricating oil pressure; Main engine high cooling water temperature; Auxiliary generator engine low lubricating oil pressure; Auxiliary generator engine high cooling water temperature; High bilge levels; Low hydraulic steering fluid levels, if applicable; and Low fuel level, if fitted with a day tank. Alarms must: Be visible and audible at each operating station. Vessel was not fitted with bilge or hydraulic level alarms at the secondary operating station. At the main operating station the bilge alarm was labeled incorrectly, and missing a hydraulic level alarm.
