The system shall include means to prevent the propelling thrust from altering significantly when transferring control from one locaton to another.
While mooring, PSCOs witnessed the vessel clutched forward unintentionally, parting a mooring line. Crew informed PSCOs that when the navigation bridge transfered control of engine to engine control room the vessel clutched forward. The issue was due to a faulty Engine Order Telegraph.
Due to the nature of the deficiency effecting the propulsion of the vessel, if the vessel requires shifting while in port, it is required that they notify and gain the approval of the Coast Guard and Pilots.
The vessel will be required to shift under tug power, not ship power.

Condition of the ship and it's equipment shall be maintained to conform with the provisions of the present regulations to ensure that the ship in all respects will remain fit to proceed to sea without danger to the ship or persons onboard. Following maintenance of the main engine in which jacket water entered the sump, the oil mist detector caused a main engine shut down. Oil was changed and vessel RO attended to witness satisfactory testing.
