Company should establish procedures, including checklist for the shipboard operations concerning the safety of the ship. PSCO observed over 20 light fixtures, including emergency lighting, in various states of disrepair on the main deck. Lights were extinguished, missing bulbs, missing parts of the fixtures (i.e. globes), or had water ingress. Two maintenance checklists were provided to PSCO which indicated that the lights were recently inspected. 74SOLAS(20) IX/3.1 ISM code 7 50ac
