The preventative maintenance plan (PMP) should address the following at a minimum: the maintenance schedule of the rigging and associated equipment to include detailed protocol for examinations and inventory of rigging components including age of component as well as size and replacement schedule. The vessel's PMP does not contain the age of components or replacement schedules. The vessel's PMP is missing detailed protocol for examinations to be conducted by the crew. The vessel's PMP is missing the crew's initials for maintenance during the months of June, July, August, September and October. Identified the following during a visual inspection of the deck level standing rigging: port side main mast lower aft shroud found with a wasted cotter pin used to retain the turnbuckle toggle pin, the same condition was found at the mizzen mast port side and starboard side lower aft shrouds. Identified what appeared to be a corroded backing plate under the head stay chainplate located at the stem. The operator shall remove the head stay chainplate at the next scheduled dry dock for further inspection. The operator shall contract a third party surveyor to complete a rigging inspection to include a rigging inspection aloft. The rigging inspection shall establish a baseline to update the vessel's PMP. The updated PMP shall include at a minimum: the maintenance schedule of the rigging and associated equipment to include detailed protocol for examinations and inventory of rigging components including age of component as well as size and replacement schedule (life cycle). A third party rigging survey does not substitute for the vessel owner/operator from implementing a PMP or conducting/documenting preventative maintenance. 46 CFR 176.840

Diesel engine cooling systems shall be in accordance with 46 CFR 182.20-10. The aux diesel generator was found with a leaking water cooling system. Repair or replace necessary piping or pumps to ensure the cooling system is operational and no longer leaking. 46 CFR 182.20-10

All vessels shall be provided with bilge pumps in accordance with 46 CFR 182.25-10(a). Bilge pumps shall be tested at each COI in accordance with 46 CFR 176.804(h). The through hull for bilge pumps is under the water line and cannot be verified when the vessel is in the water. Prove operation of bilge pumps at dry dock. 46 CFR 176.804(h)

Remove headstay chain plate located at vessel stem for visual inspection of backing plate. Remove at next scheduled dry dock. 46 CFR 176.700

A lifejacket shall be on board for each person to include passengers and crew. 10 lifejackets were found in need of retroreflective material. Renew retro reflective material and place life jackets back into service. Total passenger count reduced to 18. 46 CFR 185.604 (h)

EPIRB found located in the operator cockpit under a canopy. This prevents the EPIRB from a float free arrangement. Install the EPIRB in a location that permits a float free arrangement. 46 CFR 180.64
