Each towing vessel must carry at least one appropriately sized life jacket, for each person on board... Stowage positions for lifejackets stowed in a berthing space or stateroom and all lifejacket containers must be marked. Vessel is required to properly mark, label and provide proper attachments to the satisfaction of the Marine Inspector.

To stop the flow of fuel in the event of a fire or break in the fuel line a remote fuel shutoff valve must be fitted on any fuel line that supplies fuel directly to propulsion engine or generator prime mover. Vessels fuel shut off valve was not permantly affixed to deck and could not be found by Marine inspectors directly outside the tank. Properly attach fuel shut off for remote operation along with directly outside the tank.

A vessel must be operated in accordance with applicable laws and regulations and in such a manner as to afford protection against hazards to life property and environment. Vessel owner stated vessel is on a Lakes, Bays, sounds route. Vessel does not have life saving equipment, navigation equipment for the route and Marine inspectors did not complete an exam to verify key items not listed above due to no crew on board. Vessel is required to have a Coast Guard inspection prior to movement to verify major systems on the vessel and crew knowledge meets the regulations and route intended.
