VSL reported to NRC that Liberty Island lost 27.5 gallon of CPP fluid/oil in the last 24hrs. Vsl inspected the vessel for the loss and assumed its in the water by way of CPP blade seals.
VSL is to cease operation immediately, transit directly to Big Stone Anchorage where the VSL will await ABS and a dive survey team to further assess the CPP casualty/leak. Once at Big Stone Anchorage VSL is restricted prior to operation and restricted prior to departure until satisfactory testing and operation are conducted by ABS.

Marine Inspector found substantial accumulation of leaked/leaking hydraulic oil in the hydraulic room coming from various piping and associated equipment. Additionally, identified high pressure pipe approximately 3’- 4’ for the portside dragnet that had been repaired twice in August 2023 that was still leaking.

Marine Inspector witnessed Chief Engineer test the emergency fuel quick closing valve for the Emergency Diesel Generator tank. Found valve not activating/securing when actuated outside space. Identified gate valve was closed not allowing the valve to operate properly. Opened gate valve manually and tested emergency shutdown again with satisfactory results. The emergency shut-down was previously tested when PSTP’s were conducted March 2022 – March 2023.

Marine Inspector witnessed the operation of the aft steering watertight hatch was secured properly, found indicator light solenoid affixed to the bulkhead was not operating as intended giving indicator lights to the navigation bridge. Solenoid roller indicator were cleaned due to paint build up. Conducted additional operation test with satisfactory results. Deficiency was corrected on the spot.
