All general areas accessible to passengers to have no less than 2 independent avenues of escape that are- (I) constructed and arranged to allow for free and unobstructed egress from such areas; (II) located so that if one avenue of escape is not available, another avenue of escape is available; and (III) not located directly above, or dependent on, a berth; PLAN REQUIRED.—Not later than April 1, 2024, an operator of an overnight fishing charter not in compliance with such section 3306(n)(3)(A)(v) shall submit to the Commandant a plan for complying with such requirements. On a vessel of not more than 19.8 meters (65 feet) in length carrying more than 49 passengers, and on a vessel of more than 19.8 meters (65 feet) in length, each hose must: (1) Be lined commercial fire hose that conforms to UL 19 (incorporated by reference, see 46 CFR 175.600) or hose that is listed and labeled by an independent laboratory recognized by the Commandant as being equivalent in performance. At each initial and subsequent inspection for certification of a vessel, the owner or managing operator shall be prepared to conduct tests and have the vessel ready for inspections of machinery, fuel, and piping systems. Repairs or alterations to the hull, machinery, or equipment that affect the safety of the vessel must not be made without the approval of the cognizant OCMI, except during an emergency. MI'S DISCOVERED A TEMPORARY REPAIR ON THE PORT WET EXHAUST SYSTEM. PROVIDE DOCUMENTATION ON WHAT PROCEDURES WERE FOLLOWED DURING REPAIR AND WHAT MATERIALS/EPOXY WERE USED. 46 cfr 176.700

Entrance to Engine room did not have proper labeling for a space protected by a Carbon Dioxide system. Put required labeling at entrance to Engine room, to the satisfaction of the attending Marine Inspector. 46CFR185.612(g)

Fuel shutoff valves were not properly labeled. Properly label to the satisfaction of the attending Marine Inspector. 46CFR185.608

Vessel was issued 30 day extension to meet required plan submittal for watch monitoring device(s) per new Fire Safety of Small Passenger Vessels Federal Register/Vol 86, No. 245, dated December 27, 2021. Vessel failed to submit required plans, therefore vessel is not authorized to use overnight accommodations for passengers until plans are received and approved by local OCMI.

Vessel missed required due date for plan submittal of monitoring device required by 3/28/2022. Granted 30 day extension for plan submittal. Failure to meet deadline will result in another 835 issued for no passenger overnight accommodations. 46 CFR 185.410(b)

Bow thruster twist on wire nuts shall be secured to prevent loosening. Those connectors and capacitors shall be in an enclosure. Vessel cannot carry passengers/cargo until this deficiency is corrected and cleared by the USCG.

Forward overnight escape hatch requires marking on outside in 2" letters. "EMERGENCY EXIT KEEP CLEAR".

High water alarm junction in bow thruster space requires mounting. High water alarm box in lazarette is broken and calble is not watertight. Replace box.

Life ring buoy battery is expired. Replace with battery specified by manufacturer.

Wiring located in the #4 fire station closet must be in an enclosure. Ensure all wiring is contained within an enclosure.

Complete credit dry dock and internal structural examination prior to carrying passengers.

Install two-hour emergency lighting in each stateroom located below the main deck that is used for overnight accommodations. Must install emergency lights prior to carrying passengers in overnight accommodations.

All mattresses must comply with either the U.S. Department of Commerce “Standard for Mattress Flammability” (FF 4-72.16) and not contain polyurethane foam or comply with IMO Resolution A.688(17). Provide documentation proving that the overnight accommodations in the vessel’s lounge meet one of the above standards or replace them with overnight accommodations that do prior to using those arrangements to carry passengers overnight.
