A vessel must be provided with a satisfactory arrangement for draining any watertight compartment, other than small buoyancy compartments, under all practicable conditions. While vessel was conducting an operational test of the installed bilge system, the forward and aft spaces suction was not engaging. Vessel owner is to provide proof of function bilge suction from the forward and aft spaces.

Vessel owner failed to provide records of compliance with drug and alcohol program. Vessel owner is to provide proof of pre-employment drug and alcohol testing for all required crew members and enrollment into random chemical testing program for dangerous drugs to the satisfaction of the attending Marine Inspector.

At each initial and subsequent inspection for certification, reinspection and every other inspection the marine inspector shall require that all observed unsafe practices & hazardous situations be corrected. Port and STDB shaft packings are leaking excesive water into the bilge. Repack shaft packing to stop the excesive leaking.
