Except as provided in paragraph (b) of this section, the weather deck on a flush deck vessel must be watertight and have no obstruction to overboard drainage. The aft drainage freeing ports were found blocked by bundled electrical conductors and debris. Clear the freeing ports to permit drainage aft. Rectify prior to issuance of the COI, Code 705. 46 CFR 178.410

Paragraphs (c) through (g) of this section apply to each vessel that does not demonstrate compliance in accordance with § 178.310(c) of this chapter. Each vessel must have permanent loading marks placed on each side of the vessel forward and aft to indicate the maximum allowable trim and amidships to indicate the maximum allowable draft. A loading mark required by paragraph (c)(2) of this section must be a horizontal line of at least 205 millimeters (8 inches) in length and 25 millimeters (1 inch) in height, with its upper edge passing through the point of maximum draft. The loading mark must be painted in a contrasting color to the side shell paint. The loading mark was not found permanently installed on each side of the vessel as per the valid stability letter which is based on a deadweight survey. The deficiency will be rectified upon receiving a new stability letter, Code 705. 46 CFR 185.602

Resolution: MSC issued a new stability letter. The operator marked the new loading marks on the hull in accordance with the calculations provided on the stability letter. MI verified the loading marks match the dimensions listed on the new stability letter.

Gauges to indicate engine revolutions per minute (RPM), jacket water discharge temperature, and lubricating oil pressure must be provided for all propulsion engines installed in the vessel. The gauges must be readily visible at the operating station. The new outboard engines do not have a lube oil gauge or jacket water temp gauge at the operating station. Provide gauges as per regulations or request special consideration for an equivalent level of safety provided by the manufacturer alarm and safe mode shut down. 46 CFR 182.410(b)

An emergency switch must be provided in the normally ungrounded main supply conductor from a battery. The switch must be accessible and located as close to the battery as practicable. Disconnect means must be provided on the supply side of and adjacent to all fuses for the purpose of de-energizing the fuses for inspection and maintenance purposes. The operator removed the previously installed battery switch. A battery switch shall be installed on the supply side of the primary overcurrent protection. Fuses must be of the cartridge type only and be listed by Underwriters Laboratories or another independent laboratory recognized by the Commandant. A blade 30 amp fuse was found installed at the positive battery terminal as the primary branch protection. The batteries are wired in parallel and are labeled for 800 CCA each. The blade fuse is not UL listed for marine use and the AIC rating is not high enough to interrupt the 1600 CCA in the event of a dead short to ground fault condition. Rectify prior to the issuance of the COI, Code 705. 46 CFR 183.380(l)

The construction and arrangement of a vessel must allow the safe operation of the vessel in accordance with the terms of its Certificate of Inspection giving consideration to provisions for a seaworthy hull, protection against fire, means of escape in case of a sudden unexpected casualty, guards and rails in hazardous places, ventilation of enclosed spaces, and necessary facilities for passengers and crew. The marine inspector witnessed the cross deck in between the operator's console and port side passenger seating distort when dynamic forces were applied to the vessel underway in seas less than 2 feet. The main deck presents a hazard to passengers and the vessel's structure. Provide a repair proposal and make satisfactory repairs to the vessel with a marine inspector in attendance. Rectify the deficiency no later than March 12, 2023. 46 CFR 177.100

Resolution: The operator cropped the cross deck and discovered wood decay in the main deck. All wet wood was removed and replaced with Coosa Board. The new Coosa Board installation measures approximately 8' x 10' and is covered by new FRP.
