A TYPE III MSD WAS INSTALLED IN THE FORECASTLE AND CONNECTED TO THE TYPE IICERTIFIED MSD. HOWEVER, THE TYPE III ALSO HAS AN OVERBOARD VALVE CAPABLE OF DISCHARGING UNTREATED SEWAGE INTO NAVIGABLE WATERS OF US. AT THE TIME OF EXAMINATION THE VALVE WAS OPEN, WHICH WOULD HAVE ALLOWED DISCHARGE.
