The company should establish procedures, plans and instructions, including checklists, as appropriate, for key shipboard operations concerning the safety of the personnel, ship and protection of the environment. The company currently has a letter of deviation directly violating MARPOL Annex I, Regulation 15 authorizing the discharge of OWS effluent dockside while moored in Portsmouth, VA. Discharges took place on 28AUG25, 18SEP25 and 19SEP25. The company’s letter of deviation authorizes a deviation from QPOL-008, use of oily water separator.
