The emergency source of electrical power shall be sufficient to supply all services that are essential for safety in an emergency. The vessel's emergency generator breaker failed to automatically close when tested several times, troubleshooting and adjustments were made and the breaker operated correctly but voltage on the emergency switchboard indicated 200 volts. Make repairs and prove proper operation of emergency generator. Prior to vessel's departure. 74 SOLAS (97) II-I,Reg 43.2

There must be ground detection for ship's service power systems and isolated power and lighting systems. Vessel's main and emergency switchboards 440V, 220V, and 120V ground detectors all show low resistance to ground and are in alarm conditions. Vessel's Chief Engineer demonstrated the faults do not go away when all circuits are isolated, indicating a failure of the detection system. Make electrical plan submittal to the Marine Safety Center (MSC) or Class Society for approval of new system design and installation. Submission due within 3 months and installation due at next dry dock.

Contract tugs of sufficient horsepower and bollard pull to assist with maneuvering into and around port until repair has been completed.
