After any survey of the ship under regulations 7, 8, 9 or 10 of this chapter has been completed, no chnage shall be made in thye structural arrangemetns, machinery, equipment, etc. covered by the survey, without the sanction of the Administration. During exam, Port State Control Officer's witnessed water intrusion form a watertight cargo hatch cover.

Resolution: MSU LAKE WORTH received attestation from Class rectifying the deficiancy; The crew replaced the hatch cover gasket and cleaned the hatch combing. The hatch cover was tested with a fire hose and no leaks were observed.

The exact position of the rudder, if power operated, shall be indicated at the principal steering station. During steering test. PSCO was unable to verify rudder angle due to damage on the steering gear.

"A" Class divisions are those divisions formed by bulkheads and decks which shall be so constructed as to be capable of preventing the passage of smoke and flame to the end of the one hour standard fire test. The engine room entrance starboard side located on the main deck has permanently installed shore power that runs through this division, which does not meet "A" Class division requirements - 74 SOLAS II-2/Reg 3(c)(iii) - 40AC

Resolution: The shore power cable was removed from the vent, which was then observed to be able to function as required for an "A" Class division (see Attached photos).

The ship's fire control plan does not show "A" or "B" Class divisions - 74 SOLAS II-2/Reg 4 - 16AC 08SEP2020 - MSD Lake Worth has extended deficiency #2 (fire control plan) till 08OCT2020 due to the company requesting additional time to complete survey and produce new drawings for fire control plan.
