The construction and the means for securing the weathertightness of cargo and other hatchways in positions 1 and 2 shall be at least equivalent to the requirements of regulations 15 and 16 of this annex. During the deck walk PSCOs identified multiple areas of excessive corrosion and wastage on cargo hatch covers, compromising their structural strength and weathertight integrity. Additionally, PSCOs observed 6 cargo hatch covers with missing or wasted gaskets. A total of 7 Gasket pieces were noted missing on the Starboard side and 5 were noted missing on the port side. The vessel’s annual CSSCC survey was conducted on 16SEPT2023, and a UWILD was also conducted on 12SEPT2023 with no mention of material wastage. The entry for each discharge or incineration shall include date and time, position of the ship, category of the garbage and the estimated amount discharged or incinerated. When compared to the receipts of discharge, the entries into the Garbage Record Book from January to March 2019 were for incorrect days on numerous occasions. They were also approximately 33% less than what the reception facility verified was offloaded. While in Haiti in January 2019, the GRB recorded 6.7m3 offloaded to the shore facility, the receipt recorded 10m3. MARPOL Annex V/10.3.2
