CGC LIBERTY conducted LE Boarding and ID'ed that vessel did not have BA onboard. Vessel had a 10' skiff onboard however a D17 waiver from BA requirements placed conditions for waiver to be valid. None of the conditions (Valid current decal, no more than 2POB, specific 14" skiff, and copy of letter on board) were met. Vessel voyage terminated & COTP Order issued to resolve.
