At least two two-way VHF radios shall be provided on every cargo ship of 300 gross tons and upwards but less than 500 gross tonnage shall conform to the standards adopted by the organzation. MSC-149(77) requires dedicated primary battery for the portable batteries to be equipped with seal to indicate it has not been used.
All batteries on board had broken seals or were greater than 6 months expired.

An International Load Line Certificate shall be Issued to every vessel in which has been surveyed and marked in accordance with the present convention. The vessel was surveyed for full complement of the five year renewal period. the vessel has a copy of final report attesting to the renewal survey and submitted the rreport to mexico. Mexico has not issued the international Load line certficate. - ICLL 66/88 Artical 16(1) - 40(b)
