At each initial and subsequent inspection for certification the owner or managing operator shall be prepared to test the steering systems of the vessel and make them available for inspection to the extent necessary to determine that they are in suitable condition and fit for the service intended. MI identified two hydraulic steering hoses on starboard aft side in need of replacement.

The following vessels must have on board a properly installed, operational Coast Guard type-approved AIS Class A device: a self-propelled vessel that is certificated to carry more than 150 passengers. AIS must be maintained in effective operating condition, which includes the ability to access AIS information from the primary conning position, the accurate input and upkeep of all AIS data fields and system updates, and the continual operation of AIS and its associated devices at all times while the vessel is underway or at anchor, and if moored, at least 15 minutes prior to getting underway. The subject vessel is a SPV certificated to carry 351 passengers. At time of inspection, the available objective evidence indicates that the installed AIS is not meeting all above-noted and applicable requirements. Specifically, there are multiple alarm messages on the AIS transceiver display, the AIS transceiver unit is installed in the cabinet under the bridge console, the navigation status (underway, at anchor, moored, etc.) is not being maintained up to date, and a search on NAVCEN’s AIS verification tool does not return any AIS data for the vessel.

The vessel was not underway and had no passengers. The following requirements must be meet prior to carrying passengers for hire: 1. Provide this office with a Repair Proposal and Service Tech Report attesting to the repairs and proper operation of the vessel’s port main drive engine and associated components. The Service Tech Report should include causative factors. 2. Vessel is required to conduct Sea Trials in the presence of an attending Coast Guard Marine Inspector.
