At each initial and subsequent inspection for certification the owner or managing operator shall be prepared to test the steering systems of the vessel and make them available for inspection to the extent necessary to determine that they are in suitable condition and fit for the service intended. MI identified two hydraulic steering hoses on starboard aft side in need of replacement.

If your vessel's Certificate of Inspection is renewed less often than annually, the marine inspector must check the settings of the safety or relief valves on all pressure vessels, except cargo tanks, twice every 5 years. Vessels not fitted with a single source emergency lighting system shall have individual storage battery powered automatically operated lights in strategic locations. Multiple emergency lights found inoperative, with batteries requiring replacement.

The part of the exhaust system between the point of cooling water injection and the engine manifold shall be water-jacketed or effectively insulated. Lagging on the starboard generator, near the base/beginning of the exhaust piping, is deteriorated and requires replacement.

No flammable or combustible liquids may be stowed in any accommodation, control, or service space (other than a paint locker). Multiple five gallon pales of oil found stored in the void compartment aft of the machinery compartment.

The following vessels must have on board a properly installed, operational Coast Guard type-approved AIS Class A device: a self-propelled vessel that is certificated to carry more than 150 passengers. AIS must be maintained in effective operating condition, which includes the ability to access AIS information from the primary conning position, the accurate input and upkeep of all AIS data fields and system updates, and the continual operation of AIS and its associated devices at all times while the vessel is underway or at anchor, and if moored, at least 15 minutes prior to getting underway. The subject vessel is a SPV certificated to carry 351 passengers. At time of inspection, the available objective evidence indicates that the installed AIS is not meeting all above-noted and applicable requirements. Specifically, there are multiple alarm messages on the AIS transceiver display, the AIS transceiver unit is installed in the cabinet under the bridge console, the navigation status (underway, at anchor, moored, etc.) is not being maintained up to date, and a search on NAVCEN’s AIS verification tool does not return any AIS data for the vessel.

At each inspection for certification and at every other vessel inspection, all observed fire hazards must be corrected. Multiple flammable liquids containers found stored in decommissioned ice maker in the storage locker/room on the Hurricane deck.

In addition, they must be so insulated with approved structural insulation, bulkhead panels, or deck coverins so that, if subjected to the standard fire test for the applicable time period listed. Vessel was missing insulation on the overhead above the WTD of the engine room entrance and above the Port Engine.46 CFR 116.415(a)(2)(i)

Tanks, tank vents and other appurtenances, piping and pipe fittings shall be checked. Vessel had minor fuel leak at union and remote shutoff bonnet underneath the FO day tank in the engine room.46 CFR 176.25-10(a)(5)

Protect passengers, crew, or other persons, and the bessel from electrical hazards. Light diffusers are missing in the port and stbd workshops forward of the engine room. 46 CFR 120.200(b)

When Class I doors are installed below a deck the molded line of which at its lowest point at side is less than 7 feet above the deepest load line, an indicator light for each door which warns when the door is open must be installed on the bridge. Vessel was missing WTD indicator on the bridge. 46 CFR 170.255(e)

Vessel was missing multiple planks on port/stbd paddlewheel. Submit proposal for repairs and annual repacement/repair of damaged planks. 46 CFR 176.25-10(a)

A 40-B protable fire extinguisher installed outside the space may be substituted for a fixed gas fire extinguishing system in a storeroom containing flammable liquid or a paint locker, with a volume of not more than 200cuft. Remove items outside of paint locker and install either fixed extingishing system or portable 40-B outside approved space.46 CFR 118.400(b)(3)

A door must be of a self-closing type capable of closing against a 3.5 list of the vessel and holdback hooks are not allowed. Vessel aft main hall door was not self closing and galley door had holdbacks keeping it from closing all the way.46 CFR 116.435(c)(6)

Wiring joints and splices shall be made in junction boxes. Several cables in upper deck storage locker observed on overhead missing required junction box. 46 CFR 120.115(a) "Old T" 183.05-50(b)(1)

Lighting fixtures shall be constructed in accordance with the requirements of UL Standard for Marine Type Electric Light Fixtures, Subject 595. Original protective cover for overhead lighting in upper deck storage locker missing. Replace in kind. 46 CFR 120.115(a) "Old T" 183.10-20(l)

At each inspection for certification and at every other vessel inspection all observed fire hazards must be corrected. Multiple open flammable liquid containers observed in upper deck storage locker. 46 CFR 115.830(a)

All electrical equipment including motors, generators, controllers, distribution panels, shall be dripproof protected. Battery cables in aft portion engine compartment missing cover at time of inspection. 46 CFR 120.115(a) "Old T" 183.10-10(a)

The master shall conduct sufficient drills to make sure that all crew members are familiar with their duties during emergencies such as man overboard or abandoning ship. Crew was unavailable to demonstrate upon inspection

The master shall conduct sufficient fire drills to ensure each member of the crew is aware of tehir duties during an emergency. Crew was unable to demonstrate fire drill during inspection.

All vessels must have sufficient navigation lights in accordance with navigation rules. Starboard side navigation light is dim.

Propulsion machinery must be suitable in type and design for propulsion requirements of the hull in which it is installed and capable of operating at constant marine load under such requirements without exceeding its designed limitations. Vessel reported a hydraulic failure while attempting to get underway with passengers. Provide this office with the following prior to getting underway with passengers: 1. Repair plan to hydraulic system identifying the failure and how it will be repaired. 2. Conduct a Sea Trial in the presence of a Coast Guard Marine Inspector.

Vessel owner “self-reported” that the vessel’s port main drive engine would not develop oil pressure. This was discovered during standard start up procedures. The vessel was not underway and had no passengers. The following requirements must be meet prior to carrying passengers for hire: 1. Provide this office with a Repair Proposal and Service Tech Report attesting to the repairs and proper operation of the vessel’s port main drive engine and associated components. The Service Tech Report should include causative factors. 2. Vessel is required to conduct Sea Trials in the presence of an attending Coast Guard Marine Inspector.

Replace Brow hoist cable as original with new cable. Old cable is frayed with numerous strands broken.

Repair/replace as original hydraulic leaks on lines in engine room for throttles, steering ram and bow thruster system.
