An adult life jacket must be provided for each person carried on board a vessel. Vessel was missing 03 adult life jackets. Provide evidence of life jackets to fulfill the required compliment as listed on the COI.

Every vessel subject to Part III of Title III of the Communications Act must have a detailed inspection of the radio installation by an FCC-licensed technician in accordance with § 80.59 once every five years. Radio Telephony Certificate is past due for inspection. Provide evidence of completion of radio installation inspection. 47 CFR 80.903

Marine employers must establish programs for the chemical testing for dangerous drugs on a random basis of crew members on inspected vessels. Develop a random drug testing program to identify enrollees and randomly select for the testing requirements as ouylined in this part.

A vessel must be provided with a satisfactory arrangement for draining any watertight compartment, other than small buoyancy compartments, under all practicable conditions. Sluice valves are not permitted in watertight bulkheads. MI observed the fixed power pump in the bilge system inoperable. 46CFR182.500(a), 60c.

The radiotelephone installation must be installed to insure safe operation of the equipment and to facilitate repair. It must be protected against the vibration, moisture, temperature, and excessive currents and voltages. Marine Inspector observed VHF radio bracket missing and radio not permanently affixed, causing strain on power and signal wires. Permanently install radio equipment to the satisfaction of attending MI. 47 CFR 80.905(c)

Each ship transporting more than six passengers for hire equipped with a radiotelephone station in accordance with Part III of Title III of the Communications Act must carry a radio operator who meets the following requirements: (1)Where the station power does not exceed 250 watts carrier power or 1500 watts peak envelope power, the radio operator must hold a marine radio operator permit or higher class license. (2) Where the station power exceeds 250 watts carrier power or 1500 watts peak envelope power, the radio operator must hold a general radiotelephone operator license or higher class license. MI noted that vessel's master was not in possession of a radio operator permit or license. Master must be issued a permit to the satisfaction of the MI. 47 CFR 80.159(e)

A vessel must carry adequate and up-to-date charts of large enough scale to make safe navigation possible, as appropriate for the intended voyage. Vessel did not have up-to-date charts on board. Provide up-to-date charts prior to vessel movement. 46 CFR 184.420 (a)(1)

If the vessel carries more than one life float or buoyant apparatus in a group with each group secured by a single painter, each group of life floats and buoyant apparatus is considered a single survival craft. Multiple life float and buoyant apparatus must be connected to each other to be considered a single survival craft. The two life floats on board the vessel were not connected to each other and only one was connected to the painter. Properly connect the life floats to each other prior to vessel movement. 46 CFR 180.137 (e)

Vessel must undergo an annual inspection within the 3 months before or after each anniversary date. Vessel failed to undergo second annual inspection within the 3 months before or after the anniversary date. Vessel's anniversary date is based off Certificate of Inspection issuance date of 07OCT2019. Vessel owner made request on 08FEB2022 to schedule an annual inspection for 21FEB2022, beyond the 3 month window. 46 CFR 176.500(b)(1) 701c
