Rules 20–31 in the Inland Navigation Rules (33 CFR 83.20 through 83.31) shall be complied with in all weathers. The Rules concerning lights (§§ 83.20 through 83.31) shall be complied with from sunset to sunrise, and during such times no other lights shall be exhibited, except such lights as cannot be mistaken for the lights specified in these Rules or do not impair their visibility or distinctive character, or interfere with the keeping of a proper lookout. The lights prescribed by these Rules shall, if carried, also be exhibited from sunrise to sunset in restricted visibility and may be exhibited in all other circumstances when it is deemed necessary. Vessels anchor found to be inoperable. 33 CFR 83.20

On a vessel of at least 7.9 meters (26 feet) in length, a visual and audible alarm must be provided at the operating station to indicate a high water level in each of the following normally unmanned spaces: (1) A space with a through-hull fitting below the deepest load waterline, such as a lazarette; (2) A machinery space bilge, bilge well, shaft alley bilge, or other spaces subject to flooding from sea water piping within the space. Vessel Bilge High Level alarm was inoperable.

Ring life buoys shall be free from any defects materially affecting their appearance or serviceability. The ring life buoys on the vessel was missing its plug.

Each ring life buoy on a vessel must: Be approved in accordance with §160.050 in subchapter Q of this chapter, or other standard specified by the Commandant, including, but not limited to, approval series 160.150.Plug sealing interior of ring buoy found wasted.

A vessel must carry either a first-aid kit approved under approval series 160.041 or a kit with equivalent contents and instructions. For equivalent kits, the contents must be stowed in a suitable, watertight container that is marked “First-Aid Kit”. A first-aid kit must be easily visible and readily available to the crew. First aid kit was not in a watertight container.

Each life jacket must be approved in accordance with either §160.002, §160.005, or §160.055 in subchapter Q of this chapter, or other standard specified by the Commandant. (08) Life jackets were no longer marked in accordance with subchapter Q. All but (01) Adult life jacket were in excess of COI requirements. O/Op removed UNSAT life jackets and placed into service (01) Adult life jacket, maintaining COI requirements.

Routes and conditions on COI do not match the Stability letter. Until stability is changed/updated, vessel is reduced to a Rivers route Only.

Prior to the carriage of passengers, provide to the Officer in Charge, Marine Inspection, Baltimore, a written plan to record the number of passengers onboard at the departure of each vessel in accordance with 46 CFR 185.504. This record must be ashore and available to the Coast Guard upon request

PROVIDE DARK, INHERENTLY BUOYANT LINE TO RING BUOY.

PROVIDE MEANS OF REMOTE OPERATION OF FUEL SHUT-OFF VALVE AT TANK. VALVE SHALL BE OPERABLE ABOVE THE WEATHER DECK.
