Employers must maintain records of chemical tests. Vessel operator did not have proof of drug and alcohol consortium enrollment or negative testing results for current vessel crew members. Provide current consortium enrollment status and negative test results for vessel crew members prior to sailing with passengers. 46 CFR 16.260

A suitable rescue boat shall be required except when, in the opinion of the OCMI, the vessel is of such design and operating characteristics that the vessel itself provides a fully satisfactory rescue platform. Vessel's freeboard (33") and arrangement for recovering a person from the water is deemed insufficient. Develop and install rescue platform that conforms to standards guidance supplied by local OCMI. 46 CFR 180.10-35

Gauges to indicate cooling water discharge temperature and lubricating oil pressure shall be provided for all propulsion engines and located so as to be in the view of the operator. Vessel's engine gauges did not have indication for oil pressure or water temperature. 46 CFR 182.15-5(b)

A vessel must undergo an annual inspection within the 3 months before or after each anniversary date. Vessel has lapsed the annual inspection date, 02FEB24, on its COI. 46 CFR 176.500(b)(1)

As appropriate for the intended voyage, a vessel must carry adequate and up-to-date charts and navigational publications. Obtain current copies of U.S. Coast Pilot [name withheld] and Tide Tables for vessel. 46 CFR 184.420(a)

The master shall conduct sufficient drills and training to make sure that all crew members are familiar with their duties during vessel fires, emergencies that necessitate abandon ship or recovering a man overboard. Fire, abandon ship and man overboard drills and training shall be logged. The drill entry shall include the following information: (1) Date of the drill and training; and (2) General description of the drill scenario and training topics. Log for fire, abandon ship and man overboard drills has not been maintained. Practice and maintain routine emergency drills. 46 CFR 185.520(a),(f) 46 CFR 185.524(a),(d)

Overcurrent protection fuses must be cartridge type UL listed. Identified automotive blade fuses installed for branch circuit protection. 46 CFR 183.380(l)

Cable and wiring shall be installed with metal supports spaced not more than 24 inches apart. Identified unsupported electrical conductors in compartments two and three. 46 CFR 183.349(b)(4)

A vessel that is exposed to salt water more than three months in any 12 month period since the last examination must undergo a drydock and an internal structural examination at least once every two years. Vessel exceeded drydock and internal structural examination dates. IAW: 46 CFR 176.600 (c) (1)

Repairs or alterations to the hull, machinery, or equipment that affect the safety of the vessel must not be made without the approval of the cognizant OCMI, the OCMI may require an inspection and testing whenever a repair or alteration is undertaken. Conduct stability test. IAW: 46 CFR 176.700

Under the vessel's current Limited Coastwise route, the vessel must have additional lifesaving equipment or meet subdivision. Vessel must either: -Reduce route from Limited Coastwise to Lakes, Bays, and Sounds; or -Install a float free FCC Type Accepted Category 1 406 MHz EPIRB; or -Install metallic shutoff valves on both sides of bilge piping bulkhead penetrations. 46 CFR 182.720(d)(1)(ii)(B)

Submersible bilge pump must be permanently mounted with strainer and fitted with positive shutoff valve with metallic through-hull fitting at the hull penetration. Provide valve, replace fittings, mount pump, provide strainer. 46 CFR 182.520(e)

Vessel must have operational bilge system in all compartments. Prove operation of bilge suction in compartment #3. 46 CFR 182.520

Fuel vent pipes must have 30 x 30 corrosion resistant wire mesh flame screen at discharge end. Provide flame screen. 46 CFR 182.450(e)

A vessel must carry either a first-aid kit approved under approval series 160.041 or a kit with equivalent contents and instructions. Replace expired ammonia inhalants and burn dressing. 46 CFR 184.710
