During the 1st steering gear test, the vessels steering gear would not go past 30 degrees stbd, and was searching between 29-30 degrees stbd. On the 2nd test, the rudder did go 35 degrees stbd, but was still searching randomly. The uncertainty of whether the steering gear will work properly is a hazard to navigation. Rectify to the satisfaction of Class. SOLAS 04 CONS. II-1/29.3.2
