To discharge ballast water into the waters of the United States, the master, owner, operator, agent or person in charge of a vessel subject to 151.2025 of this subpart must either ensure that the ballast water meets the ballast water discharge standard in 151.2030(a), use an AMS as described in 151.2025(a)(3), or ballast with water from a U.S. public water system, according to the schedule in paragraph (b) of this section. Subject vessel, of keel laid date 14JUN2000 and ballast water capacity of 19,954 m3, is past its compliance date per the implementation schedule in 33 CFR 151.2035 (b). Currently, vessel’s installed BWTS is inoperative. Vessel is not authorized to discharge untreated ballast into the waters of the U.S. without prior written authorization from the local Captain of the Port under the provisions of 33 CFR 151.2040 (b). 0725 - Fixed fire extinguishing installation - A chemical tanker shall comply with the requirements of the International Bulk Chemical Code. Valves shall be provided in the foam main, and in the fire main where this is an integral part of the deck foam system, immediately forward of any monitor position to isolate damaged sections of those mains. PSCO observed both primary fire main isolation valves for the foam monitors as inoperable. 74 SOLAS(a) 2014 cons. VII/10 and IBC Code 11.3.10 Action Taken 17a

1850-For tankers of 20,000 DWT and upwards, a fixed deck foam fire-fighting system shall be provided complying with the provisions of the Fire Systems Code. The first periodical control of foam concentrates stored on board should be performed after a period of three years and, after that, every year. PSCO observed that the annual foam concentrate test was overdue. 74 SOLAS(09) II-2/10.8.1.1; 50c

Each transfer pipe system used in a transfer to or from a vessel of 250 barrels or more in the U.S. waters must be tested under a static liquid pressure at least 1.5 times the MAWP annually. Cargo lines testing certificates from vessels recent yard period stated that the lines were pneumatically tested vice hydrostatically. Vessel is allowed a one time discharge of cargo but must provide results.

1320-Anchoring devices-The condition of the ship and its equip shall be maintained to conform with the provisions of the present regs. PSCO observed several anchor chain links where the middle section was completely detached from the link. Provide clarification from cert issuing authority that this is an acceptable condition-SOLAS 74a, I/11

0899-Other (acid prevent)-Each transfer pipe system used in a transfer oil in the US must be hydrostatically tested to 1.5 times its MAWP annually. Cargo line testing certs from vsl stated that these lines were pneumatically tested. Vsl allowed one time discharge of cargo in NOLA, but must provide hydrostatic test prior to any future cargo ops in US-33 CFR 156.170

1899 - The vessel was unable to provide approval from the Marine Safety Center for the IGS dry type, double block and bleed deck seal. No loading cargoes requiring the use of the IG system in U.S. waters. Rectify deficiencies prior to next US port after sailing foreign to the satisfaction of the Coast Guard.

Vessel's IOPP certificate does not list a tank for the retention of oily bilge water, however, the vessel has and is using a bilge water holding tank. Class is to attest to the vessels bilge arrangements and issue appropriate certificate.

Vessels emergency generator fuel pump is inoperable. Vessel currently has temporary emergency generator set in container on deck and operating with 1 additional engine room watch stander at all times.
