(f)(4) a floating electric water light must be approved under 46 CFR 161.010 (sub-chapter Q) UL/ANSI incorporated by reference. Identified the float light associated with the top life float as inoperable and out of service. The light referenced was most probably in excess of 10 years old given the design and construction of the float light (using d cell batteries) . Replace the floating electric light for the identified life float.
