The construction, arrangement, and equipment of each vessel must be acceptable to the cognizant OCMI as a prerequisite of the issuance of the initial Certificate of Inspection. The following items need to be corrected prior to the issuance of COI: 1) COD missing. 2) Name of vessel missing from P/S bow. 3) Drug/Alcohol documents not updated. 4) FCC Station license and FCC Safety Radio Certificate missing. 5) Navigational publications missing. 6) Fwd high water alarm has inop visual indicator. 6) Fwd electric bilge pump auto function inop. 7) EPIRB registration outdated. EPIRB hydrostatic release expired. 8) Life jackets not Type I. 9) Life ring light inop. Line missing corrosion resistant clip. 10) Life float not on board. 11) Fire buckets not correct size. 12) Electric bilge pump ovbd valves incorrect type. 13) Aft scuttle jammed. 14) Remove blade style fuses from E/R. 15) Conduct U/W operational test. 16) Conduct drills.

46 CFR 182.620(a) & (b) Except as provided in paragraph C of this section, a vessel must be provided with an auxiliary means of steering that is: (b) A suitable hand tiller may be acceptable as the auxiliary means of steering where satisfactory to the cognizant OCMI. Vessel has a single rudder and is not provided with an auxiliary means of steering.

Each vessel inspected and certificated under this subchapter must, when any passengers are aboard, be in full compliance with the terms of the certificate. The vessel did not comply with the manning requirements. The vessel did not have a properly credentialed master.

A person may not employ or engage an individual in a position in which the individual is required to hold a MMC unless the individual holds all credentials required. The company failed to employ a credentialed mariner.

Anytime passengers are embarked on a passenger vessel, the vessel must have the crew compliment required by the COI. The company failed to have a properly credentialed mariner in control while operating as a small passenger vessel.

Chemical testing of personnel must be conducted as required. The owner was not able to provide any drug and alcohol compliance documentation.

The OCMI may require that a vessel and its equipment undergo any additional test or inspection deemed reasonable and necessary to determine that the vessel and its equipment are suitable for the service in which they are to be employed. CG notified that vessel was recently purchased by new owner. Vessel required to undergo In-Service Inspection to ensure compliance with all applicable regulations prior to the carriage of passengers.

Each survival craft must be: (1) Secured to the vessel by a painter with a float-free link permanently attached to the vessel. Painter is deteriorated. Vessel is restricted to no more than 3 miles from shore.

Each discharge pipe that penetrates the hull below at least 6 inches the deepest load waterline must have a means to prevent water from entering the vessel if the pipe fractures of otherwise fails. unused discharge pipe in engine room fitted with valve but not capped.

Life float floating waterlight not provided. Vessel restricted to no more than 3 miles from shore. 46 CFR 180.175(f)(4)

Combination masthead light and stern light do not have full visibility due to the location of life float and spotlight. Masthead light and stern light must be fully visible in accordance with navigation rules. 46 CFR 183.420

Un able to complete COI inspection. Must complete COI Inspection at new home port prior to carrying passengers.

Fireboy system is not working as designed. Engine will not restart after hitting the override switch. Make repairs and test to the satisfaction of attending CG Marine Inspector.

First aid kit had missing and expired items. Either replace all missing expired items or get a new first aid kit that meets the CG approval 160.041

Life ring buoy was found with retro tape faded and pealing. Must replace all retro tape with SOLAS approved.

Life float needs repairs in 2 inside corners and then replace all worn/faded retro tape with CG approved SOLAS retro tape.

Life float was missing both paddles. Must replace missing paddles that extend atleast 4 feet and label with vessels name.

8 life jackets were found with faded/worn retro tape. Must replace all retro with SOLAS approved retro tape

Move sea painter to around body of the life float.

Compass light is extinguished.

Renew the light list.

Vessel is missing AII Fire Extinguisher for accommodations space.

Missing one flare. Provide or purchase.

Life float had wasted life line straps, wasted sea painter strap, and holes with exposed foam. Replace or repair.

Provide portable hand pump at least 10 gpm and long enough for the deepest space of the vessel.

Several adult life jackets need cleaning, and painting.

Hydrostatic release for the EPIRB is expired. the vessel is restricted to no more than 3 nm from shore until the Hydro is renewed.

Audible alarm is inoperable. Repair or renew.

Engine supply fuel hose is wasted and must be renewed.

Upper deck capacity is not marked. Mark with 6 passengers.

FCC Safety radio license is not onboard. Provide a new license.

All PFDs need new reflective material.

Compass light is extinguished. Repair.renew.

Vessel is missing a lifejacket donning placard.

Charts and navigation publications are out of date. Provide.

Emergency broadcast placard is not posted.
