The vessel may not depart until it is in compliance with these requirements. The vessel master was unfamiliar with how to perform loading calculations in accordance with the vessels stability letter and approved operations manual. Company shall ensure all masters responsible for the stability of the vessel is adequately trained to perform necessary stability loading calculations. 46 CFR 185.315(a)
